Nav Avoid area not working

I have a 2005 package #6 w Nav running version 4.2.

I entered an ‘avoid’ area that is major construction in the Toledo area.

It shows on the map OK but the Nav system always routes me thru the avoid area. Does it not make sense that it should route me ‘around’ the area? There are more then enough other routes for it to pick?

Can any else get the ‘avoid’ feature to work? What am I missing?
