1) Yes, us farmers will pay the going rate for water. that is what everyone else pays. In-turn, that increase will translate into higher retail prices for the consumer

2) De-Sal is coming to San Diego county. Much of the preliminary planning is complete and now local govt is moving it thru their costly and time-inefficient bureaucratic system
