So what does this actually mean?
A tax credit, tax deduction, etc?
Is this really a 10% rebate?

Hundreds of bills were introduced in different states. Most never made it any further. Since you indicate this was introduced in April 2005 - you need to go to your state web site and see if anything ever got passed.

In PA they ended up with a $500 rebate ( until allotted funds ran out). This rebate was available all of 2005. Last time I checked they had enough money left to offer rebates until the end of March 2006.

If the bill was passed - the language of the approved rebate will probably be a lot easier to understand.

I have looked into this also and have found nothing passed. It would have been nice. One step forward...two back!!!
