I'm thinking the Mileage is stored in EEPROM, considering that it would be something more permanent and not suspectible to power interuptions. They could use FLASH, but I doubt it because EEPROM is usually more fault tolerant.

Well, my apologies to everyone. I was completely wrong. When I looked through the LOADING.KWI from my 2005 navigation DVD, the text data is not in UTF. This means that it's not in a Windows format.

I'll bet that you guys are right and that it's running QNX or some other non-windows RTOS.
