Maybe the cellular tech in it cannot easily be adapted to cars not built with it at the factory...

Looking at the wiring diagram the Safety Connect system uses an additional module with antenna connections to GPS and Cellular. It also has a backup battery so it will function if the 12V battery is dead so you can call for a jump. There are changes to the wiring that include additional wires not included in non Safety Connect models.
Usually add on accessories will have connectors that plug into existing harnesses or use simple tap-ins.
