Well, gas powered cars do not explode so easily as they do on movies. So expect people being totally fried by electricity inside cars in future action movies.

We are all of course aware that the Prius uses a nickel-metal-hydride battery, not lithium-ion? The 2010 car uses the same battery as the 2004-2009 model. There is no Prius available for purchase from Toyota with Li-Ion. Some aftermarket plug-in conversions use a lithium chemistry.

Yep, we know. Most Prius owners would love to see EVs replace petrol powered cars in a major way, most also see Lithium battery technology as the way forward at this point in time. There are also companies installing lithium batteries in Prius plug-in conversions.

That's a lithium POLYMER battery, not a lithium ion battery.

Unfortunately you have a valid point. The people of Oregon could get rid of this law but instead have voted (twice) to keep it in effect.
