Essentially Costco has prenegotiated prices with certain dealers. You contact Costco and they tell which dealers to go to. The dealer gives you the Costco price. The Costco price varies by location as I expect that they negotiate with dealers individually. If you are willing to travel for your car, you might check the Costco price in other locations. If you have a trade, you still need to haggle over that. In my case, because of C4C, there were no available cars at the local Costco Toyota dealer and I got on the wait list for mid September (this was in July). I ended up finding a car out of town and ultimately bought that one. Didn't get the Costco discount, but in my case it was minimal anyway. The quote for the package I is really pretty good in comparison.
This is true - C4C drained all inventory - so the dealers stopped participating due to no inventory - since that's over, you should be able to find a participating dealer...

No no, you're misinterpreting costco's website (assuming you're on the "vehicle research" portion of costco's website).

On the website, they have an "invoice" and an "MSRP", and down below that they have a "Ignore the MSRP --- We offer exclusive member's only pricing". You've listed the invoice price, and the invoice column is definitely NOT the pricing that you can get from Costco. For instance, on the II,III, IV, and V, a local Costco affiliated dealer will do $250 off MSRP (which is nowhere near that invoice column).

You have to go to the Costco dealer to see the price that they offer (which could possibly vary by dealership... one dealer in my area (Mossy) is a Costco dealer, but excludes Prius currently, while Carlsbad does the MSRP - $250).
