Illinois hybrid tax credit

Does anyone know if Illinois offers any tax credit? I read something about $500 but wasn't sure if that is applicable yet. Thanks!

Providing a $500 Tax Credit for a Purchase of Hybrid or Clean Car

Amends the Illinois Income Tax Act. For tax years ending on or after December 31, 2007 through tax years ending on or before December 30, 2008, creates a $500 income tax credit for each taxpayer who purchases, at retail during the tax year, a hybrid vehicle or a flexible fuel vehicle.

Looks like it's still on the block. If it takes effect, it won't be until 2007.
