anyone know status of the epa ruling providing specific designation of fuel-efficient and low-emission hybrid vehicles that qualify for driving solo in the hov (carpool) lane?

when the president signed the federal transportation bill on august 10, he gave epa 180 days to issue this ruling... that would be february 6 (!)

i know our motor vehicle division in arizona is waiting for this ruling... we have a state law in place that allows them to give us stickers (ala california) so we can drive solo in the carpool lane, but they are waiting on the federal ruling.

anyone know if the epa has issued this ruling?

I havn't been able to find any info yet. I guess its time to start bugging the MVD again. Did you know the law also allows us to register under the alt fuel fees (read about 20-30 dollars instead of hundreds) as well, but the MVD simply refuses to do it?
