Help with tint comparison

I tinted the upper 6" of my 2004's front windshield and was very happy with how much sun it helped keep out in Florida. Against my installer's advice I tinted all the side windows with a 20% product. It was great in the day but made night driving difficult. I'll probably go with a 32% on my 2006 Prius side windows and a 20% on the rear and top of the front.

Thanks. Is 20% the amount of light excluded or admitted?

20% is the light admitted, or visible light transmitted.
