I actually did move the front-wheel spats outward a little and
angled back so they tend to flow air around the outside of the
wheels more readily. I don't know if it did anything for the Cd,
though. But where they are stock just doesn't make much sense.

The front wheel spats actually create a pressure dam in front of the tire. That high air pressure then causes other wind flows to go around it and the tire. A side affect is that the high pressure under the car causes some lift in the front. If you were to remove the "spats" as you call them, there would not be high pressure in front of the tire and the tire would take the full impact of the wind. Think of it as an invisible shield that uses air to block air. There are better ways to reduce aerodynamic forces but they are not as visually pleasing to most people. However I like them.

I haven't done any, but it seems to me there are 2 big areas crying out to be improved - the open belly, and the rear-view mirrors. I think it would be interesting to put a pan on the belly and put small cameras in place of the mirrors, with a direct feed to small screens just inside that little triangular window. The cameras would probably be 1/2" to 3/4" diameter, mounted maybe 3" out from the car.
