Yes it's normal. Cold weather is killer on the MPGs. Expect to see low-mid 40's on a nice warm day if you drive with a heavy foot.

After you've driven a while without paying attention to the MPGs, you'll be happier. After you've had some time alone with the car and you start to get used to each other, there are lots of tips around here to help you improve fuel economy.

Winter is tough on mileage. Even if you are able to get the car warmed up, you'll see lower gas mileage.

For expert information on Prius ownership & driving in Minnesota, see John's website. John is a PC member (John1701a), and is an excellent source of information. He has been driving a Prius for at least 7 years (Classic and HSD), and he has been sharing his experiences online for much (if not all) of that time.
