Is there any place where the ICE RPM can be observed?

not with any of the car's instrumentation. Some have installed tach's and some, with Classics have installed scanners.

Supposedly one of the pins in the DLCIII is a tach, but that stated from a Japanese poster. Not sure if that is true in US, as the wiring diagram does not indicate this.

There is TACHO signal available at pin5 of D connector on engine ECU and pin9 of DLC3 connector on Japanese models.

I made my own tacho-meter shown as my avatar.

I have 2004 Prius.
It works on both 2001-03(NHW-11) and 2004-5(NHW-20).

Maybe, it is not for you. :-)
Maybe, babelfish will help you.

The instrument displays in English.
The schematic and program code at my site is for international(no Japanese) DIY freaks.
You can make such cool instrument in less than US$50.
