There is already a large thread started here:

Toyota Prius Rear Bumper Applique

And no, it's not a part of #9, it's a seperate purchase.

The "rear bumper protector is useful to keep miminize scratches on the top surface etc. The applique-from what I have read is thin transparent plastic and not wroth much according to those who have bought it. I just put on the rear bumper protector and am very happy with it.

or you are in the boat i am. it simply came on the touring model i bought
and was included clearly as an added extra. it was hardly a deal breaker
but i did not ask for it.

but after thinking it through it makes the car look "neat" and will hopefully
serve its purpose in life of protecting the paint underneath.

i would not go out of my way to add it as an extra but i do not regret
having it now.

The vinyl bumper protector is a $129 Toyota option (BP30), compared to adding it as an extra for less than $40.

Got to love Stealerships.

That is why I NEVER buy extras from them. It is always much less expensive to get these items on your own and install them yourself.

I know that I need some type of protection for the bumper. I like the look of the applique, but I understand the black bumper pad adds more protection. I would buy the black bumper pad but I find it kinda ugly, and I think it breaks up the clean lines of the rear of the car.
