Do EVs (and PiPs) represent a phantom drain?

Just as the plug EVSE is not energized when it's not in use, the induction coil wouldn't be energized when it's not in use either...
So phantom loads would be just from the circuitry that is active, waiting for the handshake to start to actually energize it.

That said, I'd imagine those phantom loads are pretty small compared to the loss due to the additional conversions involved with induction itself.

Not to forget the objective though - people going for wireless charging are probably looking for convenience.

The convenience of charging being part of an action you do anyway (drive into the garage or parking spot) is hard to beat. The plug can be made more or less convenient as well, either by placement, or by rite. Meaning, if the plug and the evse are in a convenient location, such that you don't have to go much out of your way to plug it in, it's less of a hassle. For example, if you walk past the evse and plug on your way inside, it's not much more hassle to go and plug it in while on the way.

Being energized is the presence of voltage. Phantom-load is current being used when it isn't required.
