repair shop unable to find EVAP system leak. Ran smoke test - can see that there is a little pressure loss but can not find leak. Hence, I can't get the car inspected in NY. Please offer any ideas. What is my next step besides trading in this 2007 Prius?

First and cheapest thing to try is a new gas cap. Next I would check for rust/corrosion at the gas filler tube. Others have reported issues especially in rust locations (of which Syracuse would be one). That's the limit of my own DIY talents on this issue so I'd then take it to the shop or dealer to diagnose. Just because one shop can't find it doesn't mean it's unfindable.

You said offer any ideas. That's the best I got.
