I recently replaced the front wheel well liner on the passenger side. The old one was shredded and I figured it had come loose.
I put a new one in and made sure all fasteners are used (bought new fasteners). Still during some freeway driving the liner did not stay behind the lip of the front bumper and rubbed a small hole in it from the tire.
Any idea why? Any way to prevent it?

Yes there is a screw at the front end where it attaches to the bumper and there is a screw where a little flap on the rear of the liner attaches to the frame of the car. It's the front part above where the lienr attaches to the bumper where it doesn't stick behind the bumper and comes out and rubs on the tire. I pushed it back again but there does not seemt o be any points to attach it to.? I will post a picture later on.

What's your tire size? Are you using stock rims?

stock rims and I assume stock tires but will verify. The piece with the hole in it doesn't seem to stay behind the lip of the bumper.

Is the part aftermarket or from a Toyota dealership parts department?
You've attached all mounting hardware and therefore there are no holes in the fender liner that need a fastener?

I replaced the right front fender liner on the 2004 a couple of years ago, with an aftermarket part. The fit was not perfect but at least there is no interference with the tire.

IT is aftermarket, yes. I double checked, no holes left open. Thinking about some way to attach the fender to the bumper so it won't fold back. Not sure how yet.

I see the screws marked nr 3 but it's unclear what it is and how many ? 2 or 3 ? The parts on the right don't say what "3" is ?

On our 3rd gen there's some places the liners can lap over each other one way or the other, and only one way's optimum. Just a thought. Compare left and right side, if one side's still original?

There are 3 nr 3 per side and 6 in total. It shows what 3 is and total number of them in right side of the picture. Use 1:1 button to see it in original scale. You would be more interested about do you have those nr 1 in their place.

Yes, nr1 is definitely in place everywhere.

Is installed correctly on the outside lip? It should be inside the lip in everywhere except the places that have those nr 1 connectors.

If it is then it just has to be wrong shape. If it’s too small so that it can get free from behind the bumper lip then maybe just attaching another plastic panel to it and trimming the edge bit bigger would fix it. It would also fix the hole. You can probably get enough room by just pulling the couple of nr 1 from inside the liner in front side and those 3 nr 3 srews and that one nr 1 from underside in front of that wheel.

yes, it's inside the lip everywhere except where nr1 connectors are.
I guess I will have to add something bigger to it.
Till then perhaps some duct tape behind it...?

Ok, I figured it out. I took another look at the screw that holds the liner and the front bumper together. There is a little clip in there and the clip wasn't all the way over the hole in the liner. The screw had drilled a new hole in the liner right on the edge and this caused the liner not to sit tight against the bumper lip. When driving at higher speeds the liner was able to flop around the bumper lip and then touch the tire.
    Installation error by yours truly.
