Looks like oil may be dripping from this plug. Is there supposed to be a gasket for this plug and what is the interval for it to be changed? Thanks

There's a crush washer, changed each time you drain. About $1

Gen III has a 10K oil change interval with 0W-20 full synthetic. Not sure about Gen II.
Could be an undertorqued drain plug and/or missing gasket.

FYI - Gen III torque specs:
Oil Pan Drain Plug 27 ftlb
    Oil Filter Cap 18 ftlb

    Who's been changing the oil?

With third gen, the Toyota washer has a compressible skin, that is really great at gluing itself to the pan. Maybe yours is similar, and there's more than one washer on there?

I've had problems with similar composite washers on a Honda too, recently, asked the parts guy, and they had on hand plain aluminum washers. No problems with them.
