In 2017, ultra low sulfur gasoline will start being phased it. It is necessary to meet LEV III targets. The federal and CARB numbers on emission limits are already close, if not the same, already. It would make sense for the feds to just adopt CARB's system.

The issue we are discussing involves the warranties. The fed's adopting CARB emission limits won't mean CARB will stop requiring separate warranty limits.

I'm positive that anything the dealer tells me is gospel truth.
    ;)
We bought our (then 10 months used) 2006 Lexus hybrid SUV originally delivered to PA, back in 2006. We shipped it to our Montana home. It remained registered there for over 6 months. (a funny side note - they don't even have Lexus dealerships in the entire state) Of course, neither state is carb compliant. 9.5-ish years old now - registered & kept in Cali, the dealership just worked on its inverter. Not a recall issue ... not a TSB either ... but No charge.
Funny thing - I made sure to mention the car was first sold less than 10 years ago. The service writer said they don't go buy a first year sold, they go by date of manufacture, which in our case, would have knocked a couple months off the 10 year warranty ... not that it mattered in our case.

While PA is a CARB state now, (in part) it did not become so until 2008.

Other than being expensive the Lexus dealer always treated me right, and repaired two things on my lexus that were just out of warranty. My toyota dealer is not the same at all. I think ithings probably vary dealer to dealer, but I'm sure if it was a toyota highlander hybrid instead of a lexus you would have been charged.

Jimbo/All - A question has been raised about CT and RI effective CARB dates ...might be 2008 Model Year not 2005. Unclear to me at the moment.

I think my 2009 might have been first registered in MA, but I did buy the extended warranty when I bought it in 2014 with 88k on the odometer (there might have been another owner in between, which might have been MA or NH)

Extended warranty purchase is not related to CARB extended warranty. Sounds like you are OK though as MA is full CARB, NH used to be CARB, and middle state of ownership is irrelevant

Hey what's up with New Mexico CARB status?

OP we show NM coming in as CARB for 2016 but I do not see NM listed in Toyota or FORD 2016 warranty guides (although they do say subject to changes)

It would be handy if there was any more authoritative list than mine on the internet anywhere.
I find references that New Mexico was a CARB state only in 2011.
I have no idea why I cited calendar year 2016.

Well there was that letter from EPA, I think was the last round of edits...I'll see if I can find it. Now that things are not changing as rapidly, the best reference is probably the Warranty guides, but they will probably lag any changes by a year or two. Any place else (eg; Wikipedia) seems to get it wrong for some reason.

Several states have joined CARB and then dropped out. AZ and NH in particular. "former" CARB states might be better wording.

A few other states have almost joined CARB, and are sometimes listed, but I won't go there.
