Click on the Smart Key "block" on the first page after you connect to the car. The block changes color when it connects. Sometimes it takes a couple of attempts to get a connection on my version. I haven't gone into the smart key system yet so I don't know the details. You should get to a "live" page where you can check and customize the settings. The work I've done with Techstream so far I've had the car "IG-ON", engine off--push the button twice, foot off brake.

You can get the freeze frame data on the DTC you have by clicking on the snowflake icon. That should give you a detailed code to narrow down the problem. I wouldn't automatically assume there's no connection between the brake system and the immobilizer system. They might be talking to each other.

The flashing light is gone and SmartKey now starts the car. I don't know exactly what part of the process fixed it but it started working again during the registering of a new transponder key. I now have 2 keys that work to start the car and both are working as smart keys. Thanks for all the advice.
I cleared the code on the capacitor and will check again in a few days to see if it back.

If you ordered the new fob from Amazon, maybe you can refuse delivery

Ok I get it. The new fob re registered whatever that was lost on the old fob. I'm glad it worked.

I was confused how you used techstream to fix it, but programming a new fob makes sense in fixing it
