As the title says have a Prius without the smart key and the car wont go into ready mode and the lights stay on all except the triangle . I ran the tech software and no current codes were listed although immobilized said it was not set . Could it be the battery in the key fob preventing the car from going into ready mode ?

if you have to insert the fob into the dash, it don't matter if the battery is dead. might be your 12 volt battery.

What are you using to check for codes? What's the voltage reading on your 12v?

Are you stepping on the brake pedal and pressing the power button to start? Have someone check to see if the brake lights are coming on. If there is a problem with the brake pedal switch, the car senses that you are not stepping on the brake pedal and goes into acc. mode only.

If you messed with the hybrid battery and the orange interlock, make sure that interlock is in place and pushed down in the lock position

So were saying its definitely not the key fob . It might be the brake pedal switch I will try that .

If it's the switch, it would have a DTC code

It did have a dtc code but not current but in the past and it happened to be about the brakes .

The brake switch error would light up the red triangle

Try to Disconnect the 12v battery negative to reset the car. It should allow you to start after it resets
