Standardization (especially regarding recharging) is good.

But I don't put much faith in CARB.

Standardization can be good. I don't get the charging requirement though. In general slower charging puts less demand on the power grid. It also is generally more efficient and safer, and requires only a standard outlet. IMHO one the things that killed EVs the first time around were all the battles over special chargers, sockets, and the huge infrastructure cost they entailed.

The nice thing about standards is that there are so many of them.

umm.. and how many other states follow CARB?

What would really be neat is if an after market PHEV provider could collaborate with Toyota to come up with certified PHEV conversion that would not void the warranty on the remaining components on the Prius. I can see this happening right after bi-partitianship becomes a reality in Congress.

You should give credit for that quote. I first saw it used by Tannenbaum in his great textbook on computer networks.
