Winter is coming and sometimes I encounter a flooded street. Do I have to worry with the Prius? Is there an electrical danger? Is there a recommended level over which to worry (ie. mid tire or so).

No electrical danger but there's certainly a danger of getting stuck. It's clearly not recommended to go into water that deep with a sedan type car.

Yes, it's dangerous to drive any car through flowing water. If water is against the side of the vehicle it can push the car off the road. I have seen a prius drive through water nearly to the top of the wheels but I wouldn't recommend it.
