At last, I found a place selling the Gen 1 mudflaps. Installed them today, below is the installation photos. Installation was relatively easy. I installed them because I wanted less splash from the tires to keep the car cleaner. Makes the car look better too IMO. Toyota of Canada apparently had PowerFlow make a batch of the mudflaps. Originally, there's like a plastic strip secured by plastic nuts and screws to the fender to protect it from nicks by road debris. I bought them from the eBay store for the link you supplied. Good price, considering I could only previously find the rears on eBay UK, and they were going to cost me over $100 with shipping.
