Hepp; Mini VCI cable won't connect..... on a

What am I doing wrong?

I purchased the Mini-VCI cable a few months, ago on Amazon.com.

It came with version 8.03 software and driver on a mini CD rom.

First I installed it on my 32 bit Windows XP laptop. When I opened up the software and tried to connect it with the cable attached to my OBDII port on my Prius"v," I keep getting an unable to connect USB error.

Then I installed on my 64 bit Windows 8.1 laptop. I get a screen asking me for "new key." When I go to connect to the vehicle, I get the same error.

I am new to this and a total novice with this system. Please help.
