is it true that steering racks and ECUs must be matched?

I just had to replace my steering rack. I continued to have the shuddering problem. I took the car back to my mechanic, who was told by a Toyota dealership that the sensor module had to be matched to the steering rack and that they needed to be bought as a single unit. Frankly, this blows my mind.

Right now, I have just pulled the PS relay. Is there a way to match the module to the new rack? I'm willing to try just about anything. A good manual on the module would be helpful as well.
