I turn my key, lights come on, then dim, the the ready light comes on a few seconds later. Sometimes, the ready light won't come on and I have to wait a minute, and try again.

Do get the throttle plate and area cleaned. When I had a 'sticky' throttle plate that was one of the symptoms along with the check engine light.

Sure. Right AFTER you get the battery replaced.
Did your sticky throttle plate cause the dash lights to dim, Bob ?? ;)

Well it might have the flames shooting out of my eyes and the smoke from my ears.

Weak 12 v batteries cause many gremlins. Replacement (or at least cleaning up the connections) should always be high on lists of responses.

I could see the throttle-plate motor sucking amps to get into "flaps up" mode and dimming dash lights.

Nah, no I couldn't. That was a lie.
