What is the proper tool and method for removing the license plate lens covers?

It's in the manual on the pages for replacing all the lights. I did it. If I remember correctly you have to pinch the part a little to pry it off. Or something like that. The manual goes into it in detail.

Use pliers to remove plastic screws, you might damage the screw but it's replaceable.

Here you go. It's a screenshot of the manual.

Is this just for looks are does it help to keep the battery recharged?

Kind of both. The LED's are whiter and brighter so things look a lot better. They also use less energy, but they're so small that I doubt it would make a notable difference ever to your battery.

Which brand would you recommend? Also is it easy to change all of them to led inside?

It is super easy. I did inside, and outside in less than 15 minutes.
I'd recommend these. These are the ones I used and are more than bright enough. People have said that the quality isn't the best, but I haven't had any problems with mine. Also, the pack comes with 10 and you only need 5 so you'll have 5 spare ever if something does go wrong.

Nice, thanks. I recently changed my headlight to Phillips 5000k h11 which has anice white bluish glow and longer distance light and easier on my eyes at night. Now I got the let's consider changing all of it.
