Is there any way of changing settings so that the car can be switched on without needing to put my foot on the brake?

If car is in P and you switch it on, why is the foot brake needed? Other cars don't do that, in my experience.

Most, if not all, modern cars require the driver to depress the brake pedal to start the car.

This is due to the problem of pedal confusion and unintended acceleration.

At least one other car I test-drove required foot on brake before pressing POWER.

I bought a new KIA in 2006, later in the day after picking her up I went to start her, and nothing happened - just the ignition etc lights, but no starter. GRRR - good start with a brand new car. Took a few breaths and tried again - she started fine. "I wonder what the difference was?" After a couple of mis-starts, realised that she wouldn't start without my foot on the clutch, even if in Neutral. Why? No idea, but I soon learned.

Yes the ford focus with a manual box was like that a month back.

That's interesting - I replaced the KIA with a Focus Diesel Manual, and replaced that with a Diesel Fiesta manual - and never noticed it. Maybe the KIA got me into the habit?
