Well it looks like Joel Ewanick has been fired by GM according to Autoblog.

Global Marketing Chief Joel Ewanick leaves GM

As that article states, he made some bad choices along the way, let's hope this wasn't one of them. Hah.

Wow - that legal/tax scenario is worse that I could have dreamed. Buy the Volt ... get a $7,500 tax credit ... plus possibly thousands for state incentives (turning on where you live) then you get your sales price and sales tax back. That huge tax credit would MORE than pay for the registration. Heck ... if there's no limit to how many Volts you could buy - if you bought enough and took enough of 'em back ... it'd pay for at least one of 'em that you could keep!

I'm not sure what your objection is. If someone wants to try out a Volt for 60 days, claim the tax credit and other state incentives, and then return the Volt for a refund from GM, who is harmed? The Volt is only eligible for one federal tax credit and I suspect the state credits/rebates are either tied to a vehicle and/or resident. I have not read the terms of the 60 day program but I suspect GM only allows one return per person. The federal tax credit would have served it's purpose, incentive the manufacture and purchase of an electric vehicle. Who cares who the second owner is? They can't claim the federal tax credit a second time.
