Yes. If you press the Power button without pressing the brake you go to IGN-ON where you can listen to the radio. Press the Power button again without pressing the brakes and you go to ACC mode which is the same as older cars when turning the key to the ACC position. In ACC mode the dash comes on along with the radio, windows, doors, etc.

You need to be aware of the fact that with either of these modes, the HV battery is not connected to recharge the auxilary 12V battery and you can discharge this battery if you are not careful. If you plan to listen to the radio for extended periods of time it is best to operate in the Ready mode so that the HV battery can recharge the 12V auxilary battery and then the engine can come on to recharge the HV battery when needed.

 

The steps are correct, but are you sure the terminology isn't reversed? I thought ACC was the first step and IGN-ON was the second.

You are correct. ACC is the first step where you can use the radio and IGN-ON is the second step where you can use the other electrical items.

Also I have found that mine has a 1 hour timeout in the acc mode.

 

In the Ign-on mode (second mode) the HV battery will charge the 12v battery even though the ICE does not cycle. I have verified this function myself with a DMM.
