Static noise on any mp3 player when plugged into any 12v outlet?

Whenever I am listening to an audio device, like a phone or MP3 player, via the AUX connection, and I plug the device into a 12v outlet to charge, I get a loud buzzing noise. It matches the ICE in frequency, for example when I accelerate the static noise "ticks" increase in frequency, like it's picking up the engine cylinders firing. When the ICE shuts off, the static persists but it's not as loud.

I've used many different devices and both the console and dash 12v outlets with the same result.
I've tried many different car chargers- high quality, low quality, and even an Energizer battery charger with a USB port, but the noise always comes through.

Is there a solution for this? Or perhaps is there some "power cleaner" accessory I can purchase that isolates this noise from the outlet?

 

Is that common, or does that indicate electrical problems with the vehicle that I should get checked out?

The only problem is that it's RCA, while the AUX and player are mini-headphone jack. I would need a bunch of adapters.
