I understand this is no help to you, but in the UK it is illegal to eat or drink behind the steering wheel even while stationary on the highway this includes gum choc bars and sweets.

I haven't read the last 7 pages of this thread but it does not sound like a VSC or Traction control problem. It sounds like the ABS system kicked in. When the computer senses a (impending) lock-up, the system starts to remove brake pressure and pumps the brake to avoid a lock-up situation. In this process, it is normal for the system to relieve the brake pressure and not pump until it projects that the lock-up situation is gone. When this happens, YOU WILL LOSE braking force momentarily, which seems to be why you rear ended the car ahead.

THIS IS ABSOLUTELY NORMAL IN THE ABS SYSTEM. It doesn't soudn to me that something is wrong with your car. In fact, it is well known and documented that ABS system actually increases stopping distances than manual braking.

The primary goal of the ABS system is to reduce wheel lock-up, it is not meant to reduce the stopping distance.

Straight from the Prius Owner's Manual:

    CAUTION:
Do not overestimate the anti-lock brake system: Although the anti-lock brake system assists in providing vehicle control, it is still important to drive with all due care and maintain a moderate speed and safe distance from the vehicle in front of you, because there are limits to the vehicle stability and effectiveness of steering wheel operation even with the anti-lock brake system on.

Anti-lock brake system is not designed to shorten the stopping distance: Always drive at a moderate speed and maintain a safe distance from the vehicle in front of you. Compared with vehicles without an anti-lock brake system, your vehicle may require a longer stopping distance.
