Re cold, there are a lot of Prii here in Minnesota. In my opinion, the Prius outperformed my old 2004 Ford Taurus by a longshot in all respects, from driving in snow to cabin comfort.

Re legroom, I'm 6'3" in a Gen-III... so $195 driver's side seat extenders (do a search for any number of threads here on PC) are terrific. They are also available for Gen-II's. The install was so simple I did it myself in less than 30 minutes. Just one option.

My town recorded temperatures as low as -20C this winter and it was painful. I do not want to even *think* about -40C.

It's hard to breathe, I can tell you that, even through the mouth.

JMO, tough to see the need for seat travel extenders for the 3rd gen Prius. By measure, that seat offers more seat travel than my Accord Coupe and just about on par with a Accord Sedan. Besides if the seat did go back farther, how the heck will you reach the steering wheel which is a bit scant on telescope range to driver?

Seems better to leave that seat bolted directly into the chassis. Seat is tested by IIHS, etc, and engineered to stay put.
