Daytime running lights

    They're reduced intensity high beams. He'll probably have to use another bulb if he wants to use LED or HID DRLs (although I recommend against HIDs because it'll shorten the life since it starts up every time you start the car).

    Maybe LED foglights?

    Plus, you'd have to remove the resistor for the voltage step-down. HID ballasts don't care for reduced voltage.
