Ok I'm guessing I will get the RTFM answer here but here we go anyway.
Does anyone have any idea how to switch on these lights?
There is a row of what appears to be led lights that do not come on no matter what combination of
    lights I try.

They are there for nothing but aesthetics, they are not LEDs and do not light up. Don't feel bad, you are not the first to ask, there are several threads about this.

Yes, really, they are not LEDs and do not light up. They are for aesthetics.

Led headlights or just modding the assembly to have led type drl's in there? Led headlights really are not an option unless you want to spend a lot of money to retrofit ones from a Prius five. Modding can be done as others have done but again, time and or money is needed.

Haha, no problem, I completely understand. Don't fix or mess with what already works, especially when it would spend money unnecessarily.
