Tomblin wants to end tax credit for plug-in cars
Coal industry, environmentalists unite against proposal to redefine 'alternatively fueled'
"CHARLESTON, W.Va. -- It's not often that environmental organizations and the coal industry come down on the same side of a policy debate. But that's happening in West Virginia, where both groups have concerns about Gov. Earl Ray Tomblin's proposal to eliminate a state tax incentive for plug-in electric cars and other alternative-fuel vehicles."

A light came on in Tomblin's head unfortunately it was Beavis's lightbulb and went out just as quick.

They want to keep the tax in place for CNG cars. Hmmmmm, wonder if Tomblin has any connection to the natural gas industry (fracking) industry popping up all over the state? Being sarcastic there. This is bad and I hope it does not go through.

Yikes WV'ers need to get your PiPs ASAP!!! I am expecting the law to be changed in WV. Maybe not go away completely, but holy cow, $7500 off on a PiP in addition to the Federal $2500? Get 'em while they're hot! The best deal we had here last Nov_2012 a guy went to NY and got two PiPs for $25.5K or $15.5K after tax credits. That's just nuts, let's face it. I do not think the state can afford that.

Ironically a new Prius Chat member living on the WV panhandle near VA told me there is a deeply discounted PiP sitting in the lot nobody wants. Geez if the residents (or sales) only knew the net cost that car would be gone in a heart beat.

    That's crazy! Does that mean you could get a Volt for $24,000? I figure the Volt starts at $39,500 - $7,500 fed credit - $7500 W.Va credit = $24,500.
By the way, the PiP is only eligible for $2500 fed credit so in W. Va a PiP gets $10,000 off msrp ($7500 state+$2500 fed), but a volt would get $15,000 off of msrp! Seriously, why would anyone in W. Va buy a regular Prius, Cruze, or Jetta Tdi at prices like that?
And the argument that since W. Va gets most of its electricity from coal, the Volt or another EV gets only the equivalent of 42 mpg is ridiculous. This equivalency is only based on CO2. In terms of foreign-oil usage, it's more like a 90-100% reduction. Something tells me that in a conservative state like West Virginia, the reduction in imported Middle East oil takes precedence over reducing greenhouse gasses.

^^I think almost all plug-INS get $7500 credit in WV so yes Volt Leaf Tesla Ford Honda you name it it's huge discount if it plugs in , but I do not see how it can continue as it currently is in WV. If the utilities want to encourage they should probably focus more on electron discounts

the price of electricity is low in west Virginia. They could give free charging at night, but that won't do much more than the current incentives.

At these discounts I'm surprised people aren't buying prius phv's instead of corollas and matrixes. Even the Tesla S 60kwh drops to the price of a bmw 5 series.

Very true AG! But keep in mind WV was not a PiP roll-out state, so you had to go out-of-state to get the PiP. I don't know about 2013 PiP availability or about the other Plug-Ins availability in WV. The WV tax credit is beautiful too, you just carry any unused credit over to the future tax years...a gift that keeps on giving!

It seems like Toyota is really doing a stupid geographical roll out if they don't take advantage to that. I don't like the tax credit it is too high, and will get quickly snuffed out if it is successful.

Yes, all plug-ins in W.Va get $7500 from what I understand. But PiP does not have enough battery capacity to meet fed requirement for full $7500 fed tax credit. So, in W.Va, LEAF and Volt get $15,000 total credit while PiP gets only $10,000 total (state+fed) credit.

Only? I would say that $10K is more than double what it costs Toyota to make the phv versus a similar prius.

Yes, correct. That could potentially make a PiP in W.Va cheaper than a regular Prius. I said "only" in comparing the $10k the PiP gets in this state vs. the $15k the Volt or LEAF. Based on msrp, that would mean the Volt, PiP, regular Prius, Cruze, Jetta TDI would all converge to the same price, about $22-$24k. That makes choosing a PiP or Volt a no-brainer compared to these other models. Shockingly, the LEAF would come out to about $17,500, though it's not really comparable to these others w/o a gas engine.

...as I mentioned above, we are talking as low $15.5K for a PiP already gotten by some here on Prius Chat, but that was a few months back.

My electricity rates went up 42% last year. .07 to .10 /kwh.

With the low state income tax it would takes years for the average WV family to use up the credit. (see post in PiP tax sticky). I don't see how it's costing the state much as there are very few EV's or Plug-ins in the state.

No I meant to say was a West Virginian who had to make the trip to New York to buy two PiPs at $25.5K so he and his dad net $15.5 k after Fed and WV tax credits. Taxes and tags extra, but that's chump change in this case.

OK I did not realize low income tax, maybe that's why I could not convince my sister to get a PiP. OK though 10 cents/KWhr is enough to provide electron discount in lieu of tax credit.
