So, after reading so many comments here I have yet to see anyone get in the trouble I am in.
2 or 3 years ago my first fob stopped working as a remote for locking/unlocking the doors. I came here and read the instructions, followed them and ended up with the old remote which even stopped broadcasting. So I stopped my effort and kept using the old one thinking I will replace the battery at first sign of trouble. Except that this just didn't work. After replacing the battery, it wouldn't open the doors. The red indicator no longer lights up.
I suspect that all attempt to transfer the ability to unlock/lock doors remotely will never work unless that old fob is able to broadcast.

Any suggestion will be very welcome as I am out of my wits with this annoying situation.

    Never mind.
I found out that the alarm button was stuck pushed in. Somehow the rubber that holds it had sunk below the edge of the case. I had never noticed that on the first fob 2 years ago. But I noticed that on the second one, and once I fixed that it again broadcasted correctly with the indicator lighting up. And I was able to get duplicate the remote locking functionality following the instructions in the first post.
I have also decided to stop this alarm button from triggering for no reason once and for all. I put a layer of JB weld glue on it. Wait 24 hours, et voilà! No more false alarms!

kpsounis- I just got my new unprogrammed silver FOB.
I'm ready to try the programming.
I want the full smart key functionality.
I want to check one thing with you.
Do I need to go through the first protocol:
"Start/stop engine (NO CHANGES over previous posts)"
    before I do the
"Lock/unlock doors remotely + SMART KEY functionality".

Or do I just start with
"Lock/unlock doors remotely + SMART KEY functionality"

    Thanks.
Can't hardly wait for a reply...

OK- I see the answer above.
I can just start at the 2nd procedure.
    Wish me luck!

    Well only partial success.
I have every reason to believe this is a new unprogrammed FOB.
Bought it in eBay for around $150.
Came in a Toyota box and bubble pack.
    Has the right number- 8994-47061.
    Has a blank mechanical key
    Doesn't look used.
Could it be used?- I hope not

Anyway with all that as background, I could not get the
"Lock/unlock doors remotely + SMART KEY functionality"

The first sign of "glitch" was at step 8:
"8. Remove old fob from slot. You'll be in "add mode" at this point. Car should lock and unlock doors to verify it is in add mode"
I never got the lock and unlock doors.
I believe I did get the unlock or some kind of lock action after step 7 where I press the Power button a 3rd time, but I think that's normal.
I'll have to double check whether that's the case.
I did try this scenario 3 or 4 times but never got past it.

Then I went back to the:
"Start/stop engine (NO CHANGES over previous posts)" protocol
and I was able to to at least get the new FOB to do that.

I am only somewhat relieved because I was a bit on edge only having one working SKS FOB.
    Now I have a 2nd "dumb" FOB.
I still don't have a 2nd mechanical key for that FOB because my local hardware store was not able to duplicate one a few days ago.

    So I'm open to suggestions.
Is there something I did not pay enough attention to?
    Or try something different?

    Thanks

This is the second fob I've programmed and new fob. This time I used your directions and got both functions on the first try! Thanks so much!

    Hi guys,

I am able to programming the doors of my 2007european Prius to a used eBay black logo no SKS fob. The problem is I am not able to make the car start with that fob.
When I follow the steps the red light on dashboard flashes fast for 1 minute and after one minute it flashes slowly. I left the fob for more than 3 minutes but no luck.

Is there anything I should try?

It's possible that there are already 5 fobs programmed for the ignition. If that's true, then you'll have to use Techstream to clear out the excess ones. A "mini VCI" off eBay could do it.

Thanks for reply. I was able to make it work by clearing off the older ones using the delete sequence mentioned in smartkey programming document. The blinking dash light codes table in the document really helped.

I don't know the answer but, PC member ovni will likely know the answer. I suggest you pmail him. What is the difference between the keys? Is the perspective key new or used?

It looks like the difference is black logo vs chrome logo so, let me get this straight, you have an SKS car with a non SKS key but you want to use the non SKS key to program the SKS key?

I asked ovni but he hasnt answered me. / I dont think I have a sks system in my used prius. But honestly I dont know, there was not much info that came with this car when I bought it, for all I know someone may have programmed a dumb key to it instead of a sks key. It came with one black label mozb21tg dumb key only. So I was trying to buy a second one as back up and wondered if I could program the mozb31eg since they are easier to find off ebay. Thanks for info, I appreciate it:)

Do you have black buttons on the driver door handle, pass door handle and hatch? If not, you have a NON SKS equipped vehicle. If you don't have them, I'm not positive about programming an SKS fob as a dumb fob for your car.

Does your fob remotely lock and unlock the doors by pressing the buttons? If so, you don't have a dumb fob as a dumb fob will only start the car while the fob is in the slot (no remote lock/unlock). If your fob does lock/unlock, its not dumb, its just not SKS.

My gut tells me that you can do that but, as I said, I'm not positive. Sorry I couldn't help you more. :(.

Ahh thank you. You have been a great help. Yes I can unlock lock by pressing the button. I thought that was considered dumb features, good to know then. Yep I def dont have sks but I dont have dumb either. Lol. Im learning slowly. Ovni answered on another thread, and seems like it can be programmed to start the car but I dont think it will unlock lock doors cos its a different frequency for wireless. Im clarifying that but I think thats it. It has the same RFID chip- as Ovni says which is why it will start it. Now we both know:)
