This is true.. the information is a few pages back. This could be the reason why the stickers arent exactly in numerical order right now. If dealerships across California are "holding" stickers for cars that have yet to be sold, then obviously the stickers the DMV sends out are not going to be in numerical order with the ones the dealers hand out with new car purchases.

My co-worker bought a new Chevy Spark EV and they applied the white stickers on his car while he was finishing up his paperwork.

Here's the link to drjman's post with info about how dealers can obtain stickers for cars sitting on the lot

That's what I thought too. But the dealership said to just send in the application and when I get my License plate I can submit it again if I don't get the sticker.

I didn't know you can get the license plate number from DMV that fast. I wished I've known instead of worrying about getting the sticker or not.

The dealership put in the application for me, but the stickers were mailed to the dealership 2.5 weeks later. I went and picked them up (and had the dealership put it on the car right away) and then my license plate came in the mail 2 days later. This was late December for me. It could be that the numbers are getting messy due to some dealerships having stickers in advance. I don't know how that will work once they get closer to the 40k limit, if dealerships will need to return the stickers or you'll need to find a dealership with them in stock for the last few.

Similarly, my dealer said I could call them a week or so after my purchase and they would call to get the license plate # for my car. So it seems we can call the DMV ourselves diraectly and just ask fr the lic plate # for our VIN. So, we were told that we did not need to actually receive the plates, but we did need to learn the lic plate # to fill in the form. Dealers getting stickers in advance (per vin) may have a slightly different procedure with DMV than individual owners.

I think they are going much quicker now. I got my sticker early Dec and the number was 24,xxx I think. So close to 4000 stickers a month judging from the last 2 months. At this rate, stickers will run out in 2-3 months time.

I'm seeing many more PHEVs than I have a few months ago, so it wouldn't surprise me to see stickers run out by the summer if not before. Other case could be that dealerships are hoarding them if they can get them in advance, screwing up the numbering order.

I don't think the dealers can necessarily hoard the stickers. My understanding after the research I did before buying a a PIP 1 1/2 weeks ago is that the dealer needs the VIN number before they can order a sticker for a car...so they either need the car on the lot or know the VINs of the cars that will be coming.

If that's the case, after there are no more stickers left to order, there will be scattered cars where the dealers were able to order the stickers ahead of time.

FWIW, the Toyota dealer I purchased from couldn't keep PIPs on the lot, so who knows what will happen.

Bought a Prius Plug-in from Carson Toyota (So Cal.)on 1/19/14. Received a tracking info for my new license plate on 2/10/14. Dianne had the sticker ready for me to pick up the same day. So it took about 3 weeks for me.

I saw an article in my local newspaper describing how the green decals are going fast, expected to be sold out by summer, with no reasonable expectation of the allocation limit being increased. When you add other articles that describe how some of the HOV lanes around here are getting congested, that bodes even less well for an allocation increase. :( At least we got the expiration date extended to Jan 1 2019. But if the congestion in the HOV lanes gets REALLY bad, the decals could be revoked earlier.

What's the serial number on the sticker?

The 40,000 limit is written into the California Vehicle Code, Section 5205.5 (f) (1). So an increase in the limit is effectively impossible.

There isn't time to amend the law before they run out, it was just amended last year, and it's hard to see the public policy reason to do it given the healthy state of plug-in technology and the other incentives available.

I know that the limit is written in the law (I actually tried to read the %#&@ thing back when the current law was being considered, and discovered that a law degree was a requirement to comprehend the thing). The limit on the number of old yellow decals was increased once, but I don't recall if the amendment went into effect before or after the previous limit was hit.

Also it's unreasonable to expect that the Green Stickers cap will be increased when you can get White Stickers as there is no cap on those. I think the value of a used Plug-in Hybrid with Green Stickers will be higher than one without them, but not nearly as much of a premium due to the fact that you will still be able to get White Stickers.

If you need the range that comes with a gasoline engine, and cannot afford a Tesla, then the availability of the white decals won't help you.

I expect there will be a sweet spot for green sticker premiums, starting when they run out and fading out as 100+ mile range EVs cheaper than the Tesla S enter the market.

The BMW i3 will nibble away at it a little, the Mercedes B-Class more so. Expect both by this summer, so the sweet spot might be small.

With those numbers, one wonders whether they are being given out in order.

There should be another announcement from DMV at the end of this month, so we'll know then.

I am getting a Volt to replace my Leaf, so I am watching the stickers closely. My other car is a PiP. :)
