Its completely cosmetic and poses no danger. I wouldn't fix it.

The car is 5 years old. If it were my car, that's what I'd do at the very most. The very least is to just let it go. I also have a 2010 Prius, and a girl took off the corner of my rear bumper cover and I hit a pole that jump out in front of me, but going real slow. I'll do the bondo and touch up paint deal as soon as I have some time.

Also, you don't have fog lights, only the blank where the fog light would go. So I wouldn't concern myself with that.

If you need everything perfect, then that answers the question.

Sorry, missed the voting part. Is he taking us on vacation, too? I may have to cast more votes.

Repair, replace, leave it, or just use some good ole duct tape...the decision lies with worldaven. My car...replace.

I need a "no" option. He shouldn't spend money he doesn't have on vacation.

Usually any minor damage, I tend to vote "Don't Fix".
    BUT...
I don''t like how that looks. That would bother me. I'd fix it.

Alternatively: similar type of plastic + heat gun/soldering gun. Melt, cool down, bondo, sand, and paint

    I would definitely fix it..............myself.
Re-enforce the back side, 2-part epoxy or shoe-goo, touch-up pant, done before lunch.

Insurance claims on this type of repair can do two things:
    1. Make you a more likely candidate for higher rates.
    2. Reduce your car's value when you go to sell it.

Of course if this is a once in 10 year occurrence and if you're one of those drivers who trade cars in rather than sell them then it might benefit you to carry low comp and collision and get it repaired to OEM specs. I don't really see how, but that's how some people roll.
    Me?
I'd be afraid that I wham the bumper again within a year or two of the original $900 repair, especially given the Priuses low ground clearance.

I use insurance to protect me from large or irrecoverable losses (USAA, $1000 deductible) and I generally drive cars until they reach a point where a minor wreck will not significantly reduce the car's value----either way.
On the CARFAX report or left un-repaired.

    YMMV.

I'd "fix" it, but I'd go for a DIY cosmetic touch up if it was available rather than a whole part replacement. By now you probably have other imperfections you'd learned to live with.
