No, the version of techstream that comes with those cables is normally and untouched, you can even download from a official site right now the latest version techstream V10.10.018 here is the link http://streamtechdoc.toyota-motor-europe.com/techdo....10.018_NDSI.exe

And to make it work need just make a small edit in file "IT3System.ini" there need to be changed "TISFunction=1" to "TISFunction=0" this block access techstream to internet.
Exactly same doing the driver installer of those cheap cables, when it installing the driver it also changing this file of techstream and making it work without registrations/subscriptions. :)

Does the software detect which cell is bad in the bunch as I am not familiar with placing a load on the module to test for voltage drops?

It detects which pair of modules "block" (14 pairs or blocks in the gen2 Prius) tying the problem down to 2 modules. There are 6 cells in each module, but these cells cannot be changed only a complete set of 6 (one module)
It is then a matter of testing those two modules.

    2 modules = 1block
    6 cells per module.
    168 cells in the battery
    28 modules in the battery

And any of the mini vci from ebay will do the same as the other? I wanna make sure I get something that'll show me which block is bad.

Yes, but look for those that come with the software and drivers unless you want to download it from the net.
