I've lost my keys with my 2012 Camry Hybrid and my wife's 2013 Prius Plugin on the ring. Is there any way I could just get entry keys made without the two remotes and be able to start the cars? The replacement remotes will be VERY expensive!!!

It is only mildly painful to get a new key made if you still have one. But it is big $$$ if they have to reprogram the security module to accept a new key. At least it is not like in the Gen 1 Prius, where you had to replace the security module itself.

You need to find a locksmith who can handle an "all keys lost" condition on a Toyota. Most cannot, but can refer you to one who maybe can. If the search dead ends, start again with dealers, asking the price in advance. The skills/price vary all over the map.

I wonder if it true that these "all keys lost" locksmiths might have a lot of customers who have, ummm...., questionable title to the vehicle?

    :D

Locksmiths are licensed and heavily regulated. I doubt that there is much problem with those who have a clear business presence (storefront, yellow pages listing, etc.). Their skills and tools are, however, available to anyone who wants to learn/purchase. Simple key duplication equipment can be purchased occasionally on Craigslist for $100 or so. Equipment to bypass SKS systems on a bulk basis takes a lot more money. You can purchase the same equipment as dealers use. Getting a license to use the seed lookup service requires a state locksmith registration, which is a non-trivial process that few criminals are going to get past.

So, can it be done? Yes, certainly. Would I worry about it? No. Legitimate locksmiths verify ownership before bypassing the standard security. If you find one who doesn't, the state licensing authority would like to hear about them.
