Yesterday, I visited two local Toyota dealers in my area to buy 2016 Prius. Both the dealers are asking $31k on the windows sticker for Prius Three with MSRP $26k!! The only visible addition is the floor mats! I was completely floored and left without buying.

I would report those dealers to Toyota. Try to go with the Costco Buyers Club and get below invoice, way under MSRP.

    Standard operating procedure.

Learn to negotiate. There is plenty of written material about how this process works.

Personally, I won't even look at the dealer's added sticker. It is wishful thinking on their part, and should be ignored. Look only at the legal Monroney sticker.

I agree, use Costco Buyers Program. They can save you thousands on a new car

I tried to negotiate and they started negotiating from 31k. After some hard negotiation, I could bring the price down to 29k+ OTD , but still felt being cheated. I will just keep my 2014 Prius three.

There should not have been any negotiation from 31k. Unless you really want it now and have plenty of money to toss around. You ought to have just walked away from any discussion starting above the Monroney sticker.
Right answer for now. Some seller will eventually get hungry.

If you don't feel like waiting, you may wish to consider Costco or various other buyer programs that help cut short this ugly and dissatisfying process.

Yes, they are all owned my Southeast Toyota. From the attitude of the sale agents, it appeared to me that they don't care if I don't buy at their price. They may be getting customers who would buy at those inflated prices.

If there is a regional shortage, and they can sell all available units at inflated prices, then you are stuck. Suck up, do without, or shop out of region / out of their monopoly territory.

Did that Three model have the optional technology packages? In California, the Three with all the extras is about $29,700.

My basic Three with nothing but navigation and floor mats, was $25,109, and included the $850 transportation fee. I used TrueCar.com. But they have gone back up. I have never seen the TrueCar price that low again, since I got mine. I never thought of trying Costco.

You are lucky. The model that I saw yesterday was base Prius Three that you got $25k ! After 2 hrs of negotiation, I was offered the car at $29.5k which I declined.

That price does seem way too high. The recent earthquakes in Japan have caused Toyota to suspend production on many models... according to today's news. Dealers will probably take advantage of that, and demand higher prices due to a possible shortage?

I just looked at the website of the largest volume seller of Toyota vehicles in the U.S. for the past 30 years... Longo Toyota, in El Monte, California.

    Three model: $27,310
    Three (red color) $27,973
    Three (Advanced Technology Package/Moonroof) $29,569

And the Internet sales department will usually take another $1,000 off.

There is a dealer up here already selling $2k under sticker. I would have told them to eff off.

Regional maybe. I just checked locally and there were 15 available with discounts ranging from $500-1100.

Shortage or not, Southeast Toyota is the main culprit. They operate as a separate entity. They are not part of Toyota. So, my guess is that they keep a sizable margin apart from dealers. In other parts of the country, Toyota directly distributes the cars except Texas where another franchise operates.

I gave up for now. I am going to use my 2014 model for some more time. 2016 model has much improved driving experience though.

Paying above MSRP, nope. Local dealer added $3,ooo to a Camry sticker, saying " It's a market price adjustment, based on the high demand and limited supply." . . . Like you, we walked away and bought elsewhere.

Got this line two weeks ago while looking at a 2015 Prius, " That's the last one that we have. Buy it now or someonelse will get it."

If someone will pay their "price adjustment", they'll continue the practice of over-charging. Don't help them. Don't buy.
