Featured California removes PHEV Green HOV Sticker Limit

    Eligible Vehicles - Single Occupant Carpool Lane Use Stickers
    Per SB-838, and effective as of September 13, 2016, the Green Clean Air Vehicle Decal limit imposed by AB 95 has been removed.

    Effective immediately, CA has removed the PHEV green HOV sticker limit for PiP, Prime, Volt, etc.
    It was confusing because there were two Bills. The winning Bill was SB 838 and it simply removes the PHEV green sticker limit (formerly 85000 limit). In other words, both BEV and PHEV now enjoy equal unlimited numbers of HOV access stickers.

    Left unanswered is the longer term future of CA's green and white HOV sticker programs, both of which are slated to end in early 2019 (correct me if wrong).

    It's anybody's guess what happens in the next legislative session...

    But my guess, it seems obvious that there will a serious effort to extend the plug-in HOV access past 2019. Perhaps a 3 to 5 year limit will be placed on new PHEV's (and BEVs) which meet certain minimum requirements.

    We probably should assume the older PiP1 will not meet the minimum requirements, and may lose out on HOV access after early 2019.

    There are some voices saying the CA plug-in HOV program should end, in favor of car pooling, but at the moment I would predict at least some extension as needed to promote Plug-in sales.

    In any case, Toyota's new Prime plug-in should be GOLD (and not DOA, to answer another thread ).

    I haven't had a chance to go through the bill yet. This one is different than the one where they wanted to limit stickers based on income and whether or not you've received the CARB rebate right? The only change is removing the cap of 85k for green stickers?

    Yes just removes the limit, the other bill was Assembly Bill 1964, which died for this session (not ready for prime time) but may give some hints about future direction. That was the bill that Plug In America opposed. But Plug in America apparently supports equal treatment of PHEV and BEV, so apparently SB 838 is OK for them.

    Okay great. I don't fully agree that PHEV and BEV deserve the same treatment, but I definitely disagreed with the text of AB 1964.

    It looks like the CARB website has already been updated to reflect the removal of the 85k cap for the Green HOV Stickers.

    There are so many people that drive solo in the hov lanes that it doesn't really make a difference whether CA allows PHEV/BEV HOV access to be honest. Enforcement is pretty lacking as it is.

    but only honest people buy phev's to get a sticker.

    funny story, someone got caught in boston hov many years ago with a blow up doll in the passenger seat.:p

    There may be lax enforcement of HOV lanes in CA but if you do get caught, it's a hefty fine of I think $370.

    Lack of press and green car website coverage of this news item seems funny, although I feel behind the scenes the manufacturers and other key players knew this was coming all year.

    I'd almost be funny if they kicked out all the actual 2 & 3 person car poolers, so the Plugin's could have a faster drive.

    Leasing a plug in is $350 a month, to go in carpool lanes. Ticket maybe once every 3 months in California. So you'll be ahead just getting a ticket

    Depending on the F150 trim, it gets 16-22 combined mpg.

    In California, if you are charging your PiP from home solar and/or the relatively clean grid, even if running on some ICE, the balance is much more in the favor of the PiP.

    Carpooling is still a good idea when it can be done.

    as always, policy was originally to get people to ride together, and get cars off the road for pollution reasons.
    then, it was altered to allow single passenger cars with certain efficiencies. but has anyone ever looked at inefficient vehicles with multiple passengers?

    The 2 people in 1 f150 is more efficient use of the highway, the 2 pips take up more room. Is that what you were asking? HOV lanes were put in place to reduce traffic, and traffic causes more gasoline to be burnt (going 65 is more efficient, than going 10 then speeding to 30 then hitting your brakes, especially when we talk accidents. HOV lanes have been a horrible failure in california for their stated purpose.

    thanks no, i was thinking pollution. pretty sure they were instituted in boston during the oil crisis. probably to reduce fuel consumption, not pollution.

    why did they add prius in cali, did that reduce traffic?
