    Unless certification happens in time.

    It's worth noting that MY2016 can legally run as late as December 31, 2016, and MY2018 can legally start as early as January 2, 2017.

    You might see model year shenanigans played with diesels, if certification is taking an extreme amount of time - MY2016 runs right up until the end of legal production, then MY2018 comes in once MY2016 stock is depleted, or something similar.

    I didn't realize it could be in effect, a two year window. It still doesn't make a lot of sense as we've had confusion with some of our EU friends over the years.

    GM's plan is to keep making 2016 diesel Colorados/whatever the GMC model is until the certificates come through on the 2017 model. The manufacturer can even stockpile last year's model for sale during the new year. VW did that once with the TDI Jetta to avoid some emission requirement for a year.

    This has me confused. Does that mean someone could build say certified 1980 model car and sell it in 2016 as a 'new', 1980 car?

    If it was built before December 31, 1981, and labeled as a 1980 model.

    VW built a surplus of the 2006MY(I believe) Jetta TDI before that Dec 31 cut off to sell as 2006's in 2007.

    The 2016 diesel Colorado was EPA certified, and nothing has changed for the 2017 model, so GM doesn't have to make a stock pile to last the year.

    Ok, that makes sense. In effect, over-building in the last model year of a car to build up inventory to sell the next. <sigh>

    The reason I say that automakers might want to certify 2018s instead of 2017s is, it means they lose January 1, 2017 for production, but they get to certify less often - only every other year. This also gives them longer to get through the EPA certification delays (which are seriously hurting supply of some diesels) if they stockpile 2016s.

    Apparently, if it has not been sold or titled, it can be considered as new in Virginia.
