I believe individuals with an available EVSE are already free to list their charger on Plugshare.

I don't believe Plugshare currently has a system in place to charge (in the financial sense of the word) users for charging there. I guarantee there are lots and lots of people who don't want rando's coming to their house unless there is some financial incentive, me included.

Can't the person specify there is a fee in addition to when times available.

I tried to filter for that on Plugshare and didn't find any. Also, if you add a new home station, there is no option to charge a fee. I hope I'm wrong though. Seems like a thing Plugshare could add though if they currently don't. Might be a good way to monetize their already decent sized footprint.
