Well, I went to the dealership today to get my car looked at. I really thought it was the inverter pump, but it turns out the brake actuator is bad. The good news is that there's an extended warranty on it, so replacing it is going to be a reduced cost. I'm still a little skeptical, as I don't see how or why this would effect other things in my car such as the radio, so I am worried that there may be another problem. We will see though.

The brake actuator has no bearing on the radio. It is possible to have two separate problems at the same time.

I still feel like the inverter pump might be the issue since it turns on and off.

The inverter pump is on constantly and only cools the electric motor. No other function

I was running a test on the inverter pump, feeling the hose, to see if it was working, and it was. I placed my on on the hose and felt the vibration, then I realized that it was going on and off, which seemed a little bit weird to me.

Later, either here or another forum, I read some issues about inveter pump failures, which included brake issues, radio issues, and AC issues. I haven't had issues with the AC set, but the other two I have.

When the inverter gets hot (from lack of cooling because of failed pump), the system begins to shut down and AC is one of the functions that goes. However as the car cools (overnight), the AC is usable until it overheats again. A failed inverter pump should not affect braking or radio functions

Good to know, and thanks. I read something somewhere about the radio getting funky , but only sometimes, when the inverter pump was failing. AC was always a problem, and my AC works just fine, so no apparent issue there. I went and got the brake actuator replaced, mileage is back where it should be too. It was covered under an extended warranty, so the work was free, which made me pretty happy. As far as the radio issue goes, completely different, but after some research, and the little bit of testing that I did, I think I either magically blew all but one speaker, or some sort of amp/wiring issue developed. I'm going to grab my multi-meter and test a few things today. Worse case scenario, I'm going to put upgraded speakers and all the jazz into my prius.
