I think it sounds kinda like your brakes are worn out and have metal on metal.

A few years ago, there was some Government agency soliciting public comments on this topic.

I commented to the effect that they shouldn’t make a special case out of EVs or hybrids, and instead require that all cars at low speed must produce some minimum dB level in the forward direction.

I was concerned that, if they single out EVs and Hybrids, they’ll write up some stupid regulation that ultimately makes EVs artificially noisier than ICE cars some of which are quite quiet at a near-idle, perhaps after lobbying from the Petroleum industry. Thankfully, I haven’t seen that happen, so far at least.

Yeah I've noticed a few conventional cars are very quiet as they roll by.

I imagine that the reason why they opted against that is that would create “yet another regulation” they would have to check on *all* cars, rather than on the — currently — small percentage that are (PH)EVs or hybrids.

It was a law passed by Congress:
    Prius Fatalities 2001-2007

The accident data has a turn direction bias that suggests the "A" pillar, what holds the sides of the windshield, has a higher correlation to car-pedestrian accidents. There are more collisions turning into the "A" pillar nearest to driver that can block one eye leaving the other eye and its built-in, blind spot where the optic nerve passes through.

The blind support organizations insisted it was noise and they staff the phone banks during elections. The anti-Prius, manufacturer's lobby group supported them too.

We have had issues with our V8 Tundra full size pickup truck in parking lots. People cannot see and hear a big green truck.

I experimented with a backup light beeper like this:
Source: LIGHT BULB BACK UP REVERSING WARNING BEEPER BLEEPER ALARM SIGNAL 12V CAR I7C0 | eBay

What I found is pedestrians in parking lots act as if they always have the right-of-way even if a car is backing out of a parking place. Given we have sensors and nearly universal backup cameras, it means the car and driver really has to deal with the mobile, bipedal, barriers.

Then there is this: Trump Admin May Change Backup Camera Law | ceoutlook.com

The backup camera law, called the Cameron Gulbransen Kids Transportation Safety Act, was passed by Congress in 2008 requiring NHTSA to mandate that all new cars include backup cameras. NHTSA finally issued a final ruling in 2014, stating all cars sold in the US must include a backup camera by May 2018.

Currently 75 percent of car models include backup cameras as standard equipment or an option.

I marked it as unnoticeable because the windows must be down and driving next to a sound reflecting wall. At first I thought I might have a tire leaking air.

Our problems have been when moving forward, having people step out right in front of us.
They are not necessarily distracted by other things either. o_O

Hmm, not that long ago European cars had a mandatory safety regulation imposed, the Hoods were to low and pedestrians were being injured, hoods were raised to stop all the concussions, less distance before "thunk", so now they assume that automobiles should be silent, one step forward, two steps back.

Along with similar laws in other countries, I gather...

All in all, I’m OK with the result (again so far at least). Part of the reason why I like hybrids, EVs and PHEVs that they’re quiet. This noisemaker is, as you pointed out, not very noticeable unless you have the windows open. So, OK, fine.

Still, there’s an important reality we have to face here: As long as a car is under human control, the only way to make it perfectly safe is to turn it into a brick!

We can make it *less* unsafe by compromising its performance — performance in the sense meeting or exceeding its design goals, be they related to acceleration, reliability, economy ... or quietness.

I personally am not a huge fan of making a car safer by compromising performance, in that sense of the term. As long as driving and walking spaces intersect, the best you can do by compromising performance is to make the car *more* safe.

Again, I’m OK with the current compromise, but ultimately **people just simply have to be very cautious where cars are involved**!

Now that being said, *I am* a huge fan of ever-improving ADAS active safety systems.

If I may be "resident pedestrian", I'd say the onus is on both sides of the equation. Drivers could do a lot to improve. Things I've experienced:

    1. Drivers not using signals, since it's only pedestrians I guess.
    2. Drivers rolling into crosswalk at a red light, when I have a walk signal, and they're in a through lane only. One instance of that lately, not sure what the hell they were doing, maybe going to run the light, or foot slipped off brake? Who knows.
    3. Similarly in crosswalk, left turners, intent on their opening, not watching the crosswalk they're going to cross. I just walk them like a hawk, be prepared to jump, hold back. When this happens I'm courteous, non-judgmental, it's better for both parties.
    4. And this is pandemic: NOBODY comes to a legal stop at red lights (when right turning) or at stop signs.

Visibility in cars is getting worse, in particular to the rear. And when behind the wheel, my back and neck and eyesight ain't what they used to be. Essential controls are getting increasingly more difficult and involved, with touch-screens and so on.

Let's all take care, lobby the car makers, push education, abide by the rules, do legal stops, do what we can.

Oh yes! When I opined that people just simply need to be very cautious where cars are involved, I do indeed mean **all** people involved — drivers and pedestrians. (As Trump might say, “many sides”! )

Last Friday, I decided to go out to lunch with my colleagues. I usually don’t because the restaurants we go to are usually so noisy that I can’t hear what they’re saying, let alone converse with them... Anyway, I bummed a ride with one of them, and I was **totally freaked out** to find out how fast he drove through the parking garage! I’ll probably have a chat with him. I know people who take walks in that garage during inclimate weather! As it turns out, he hasn’t been driving for long, so hopefully he’ll take my advice.

BTW, I am — really, no kidding — the rare exception to your rule there: **I actually do** habitually come to an literal, zero-speed stop at stop signs.

    1. is rampant, pedestrians or not.

    2. At work I need to cross a private road to & from my chosen parking lot. Even at a designated crossing, students & staff "blow through" Even though is is inconvenient, the transit buses always stop. I feel silly sometimes hesitating & waiting but other times I am glad i did.
