In California, no plug-in Prius sold before 2017 year model can have stickers renewed past Jan 1 2019 to a new color sticker, unknown color. You have to get yourself a 2017 Prime to get a red sticker (now) to use carpool lanes solo after Jan 1 2019. Cars with green stickers that are 2017 or newer can renew to stickers annually late this year to get carpool access in 2019, 2020, 2021.

That is how I as a consumer and owner of a 2017 Prime am reading this bill. I expect to be in HOV lanes thru the year 2021 with my decals, whatever color they decide them to be.

If I am incorrect, I apologize. But this is how I read it. And, I have a desk full of red stickers, and a few green ones too.

Beginning in March 2018, the California Air Resource Board will start issuing a new single-color red decal. The new red decal will be valid until January 1, 2019. The white and green Clean Air Vehicle HOV Decals are no longer being issued, but will continue to be valid until January 1, 2019.

Prior to the January 1, 2019 expiration, all customers who were issued the California red, white, or green HOV decals on or after January 1, 2017 may apply for a new Clean Air Vehicle Decal that will expire on January 1, 2022.

    It’s interesting.
You’re driving the latest Prius and my preferred sales person here on the east coast is still enjoying his Gen 1 Prius.
We really are a diverse bunch.

My first Prius (2005) went to my mom in 2007. (she passed away in 2013, and I wholesaled the car to a local wholesaler I knew, had 180K and a new hybrid battery) I couldn't sell it personally. :( Too sad.
My 2007 stayed with me till 2011 when I adopted a near-new 2011 package 4 black sunroof car. The 2007 was sold to friends with 120K on it. They kept it, did a few important repairs, and then sold it to my niece in 2015 and it's got over 230K on it today, still going strong. The 2011 was traded in when I got my 2012 Plug in in May 2012. I usually sell my own cars but I was so swamped with plug in orders and deals, I traded the 2011 to eliminate the headache.
I drove the 2012 PHEV till it had 60K on it, and kept it a while till I sold it to a friend in San Jose area ... but I had leased a Rav4 EV in summer 2013. I sold in in Oct 2014 and leased the last blue 2014 Rav4 EV we ever had on Halloween. Three years later (this past October) I extended the lease 6 extra months and stayed in it till it quit on me March 2 (for the 3rd time) with a major failure and with Tesla and Toyota arguing over every little fix, I gave up. The day it tanked, I walked out and grabbed a Prime Premium in gray, bought it, and stuck it on the charger. I missed having a Prius! And, I adore this car. It's comfortable, it's a time saver because of the carpool lanes here, and it's got a very good audio system as compared to my EV. Love the large screen... and the automatic headlights are great! I know most folks say HEY - did you know how cool the cruise control is? I don't - I do not use it. But, the pre-collision's been a help twice already! I think it may have saved my life once. Really. Already! I have installed the illuminated door sills (love the blue light up sills!) to make it more personally mine. Wheels are next.
I'm kinda fond of these but I will need to swap off to 16" tires if I change them right now.

Dianne- But some are saying if you have a used plug-in vehicle - that never had stickers - such as a PiP - could be from out-of-state - that qualifies for Red stickers now, as long as it is on the Ca approved plug-in list. So I am hearing mixed interpretations.

This is one of the best articles:
Here's how California's carpool (HOV-lane) stickers work now: updated

See comment section for question on Red Stickers for older used plug-in cars.

PS- Glad to hear you are still active with us

That's here: California’s Clean Air Decals | California Air Resources Board
and you are possibly right. An older used Prius plug in with no prior decal history might just work!
    This is subtext there:
If I buy a used eligible battery-electric, plug-in hybrid or fuel cell car, can I apply for a Clean Air Decal? When would that decal expire?
Used cars are eligible for a Clean Air Decal providing they have never previously had one. The expiration date of the decal is based on the application date for the decal, which is three full years plus the partial year.

After much pondering, I decided that time is more important than space. And I really want those carpool stickers! Thank you Prius Chat helpers! I decided to buy the Prius prime after all and I got a great deal through Costco for the premium $24,928 (before tax). The trunk obviously has less space than my old Prius but it will hold a normal sized stroller and groceries. I also really like all of the newer safety features which gives me a little more peace of mind after my bad accident. Only complaint is I am not looking forward to reading the huge owners manual!

    Congrate!
The Toyota Owners site has the manuals available online too. PDFs are much easier to search.
