Can the prime use a J1772 CCS aka Frankenplug - for DC fast charging?

Unless the receptacle has room to fit the lower half of the CCS plug and also can take DC charging, no.

Just a quick look at that frankenplug will tell you the answer.

The same scenario: will a 120v device work in a 240v receptacle? No, and to protect you it also won't fit because that's on purpose (governing standards and engineering reasons too).
